ESPON 2013 Programme
European Spatial Planning Observation Network
ESPON is the European observation network for territorial observation and cohesion.
Its purpose is to:
- Support policy development in relation to the aim of territorial cohesion and a harmonious development of the European Territory
- Provide comparable information, evidence, analyses and scenarios on framework conditions for the development of regions, cities, and larger territories
- Facilitate the mobilisation of territorial capital and development opportunities
- Improve European competitiveness, widen and deepen European territorial cooperation, and sustainable and balanced development
The previous programme, ESPON 2006, has provided policy makers with solid and comparable data to better understand European territorial structures, trends and perspectives, and policy impacts. The information gathered has helped policy makers identify areas for development, and to understand how regions and territories interact and change in relation to each other.
The ESPON 2013 Programme develops the work done under ESPON 2006, making the data gathered available to policy makers and stakeholders, allowing for the further development of themes and investigations within the framework of EU policies. Operational support will be provided, as will targeted analytical deliveries, responding to users’ needs.
The five priorities of ESPON 2013 are:
- Applied research on territorial development, competitiveness and cohesion: evidence on territorial trends, perspectives and policy impacts;
- Targeted analyses based on user demand: a European perspective on the development of different types of territories;
- Scientific platform and tools: comparable regional data, analytical tools and scientific support;
- Awareness raising, empowerment and involvement: capacity building,dialogue and networking;
- Communication and technical/analytical assistance.
The Programme is managed by the Ministry of Interior and Spatial Development in Luxembourg on behalf of the 27 EU Member States. The Partner States of Iceland, Liechtenstein, Norway and Switzerland are also participating in the Programme.
